INSTRUCTION OF THE PRESIDENT OF THE RUSSIAN FEDERATION About the Inter-Agency Working Group under the Administration of the President of the Russian Federation for the Interaction with
the North Atlantic Treaty Organization (NATO) in Missile Defence
1. To establish an Inter-Agency Working Group under the Administration of the President of the Russian Federation for the Interaction with the North Atlantic Treaty Organization (NATO) in Missile Defence (hereinafter referred to as Inter-Agency Working Group). 2. To appoint as Head of the Inter-Agency Working Group Permanent Representative of the Russian Federation to the North Atlantic Treaty Organization (NATO), Special Envoy of the President of the Russian Federation for the Interaction with the North Atlantic Treaty Organization (NATO) in Missile Defence Dmitry Rogozin (hereinafter referred to as Special Envoy of the President of the Russian Federation). 3.Head of the Inter-Agency Working Group in consultation with the Secretary of the Security Council of the Russian Federation and Heads of the relevant Federal Executive authorities is to submit proposals on the composition of the Inter-Agency Working Group before 18 March 2011. 4. To define as priority areas of the activities of the Inter-Agency Working Group: submitting proposals on the concrete areas of possible interaction with the North Atlantic Treaty Organization (NATO) in missile defence with a view to ensuring interests of the Russian Federation in the course of the development of the European missile defence system; drafting decisions of the President of the Russian Federation in accordance with the procedures currently in force on issues pertaining to the interaction with the North Atlantic Treaty Organization (NATO) in missile defence and co-ordinating the activities of the Federal Executive authorities on the fulfillment of these decisions; information support in negotiations of the Special Envoy of the President of the Russian Federation on the interaction with the North Atlantic Treaty Organization (NATO) in missile defence 5.
