Transcript of Remarks and Response to Media Questions by Russian Minister of Foreign Affairs Sergey Lavrov at Joint Press Conference Following Talks with Afghanistan Minister of Foreign Affairs Rangin Dadfar Spanta, Kabul, March 16, 2009
"Any analysis of the military and political situation in the world shows that in a number of regions serious potential for conflict remains. There is always the risk of local crises and international terrorism. Attempts to expand the North Atlantic Treaty Organisation on the borders of our country continue. All this requires a qualitative modernisation of our Armed Forces to give them a new, forward-looking perspective. Despite the current financial difficulties, we can make all the necessary provisions..."
The international image of the United States cannot be improved without cooperation with Russia, Russian Permanent Representative to NATO Dmitry Rogozin told the Russia News Service on Friday. “The United States is the only nation that has interests worldwide,” he said. “The Americans lost their way while President George W. Bush was in office. They came to Iraq and Afghanistan, and there is still no light in the end of the tunnel. There are problems in American-European relations, as well.” “Barack Obama would like to improve the U.S. image. He cannot do that without partnership with Russia. What can the Americans and their NATO colleagues do without support of countries bordering on Afghanistan?” Rogozin wondered
“I have the impression, though, that the divide is a ritual one. NATO countries’ representatives are not prepared to honestly recognize yet what has been nakedly clear for so long. I do not believe that this is a theme NATO should shirk, hiding the head in the sand,” Rogozin said. The Russian envoy recalled that NATO officials had expressed concern over Russia’s plans for creating a military base in Abkhazia. “We should be very calm in going about this business. We did have bases in Georgia. When we pulled them out, the war began. Now we have to create a new base to prevent a repetition of such tragic events. Not to mention how many bases the alliance has itself,” Rogozin said
"Russia has already clearly stated its position on this issue - we are waiting for countries that have recently joined NATO to ratify the adopted CFE treaty," Dmitry Rogozin said during a video link-up between Moscow and Brussels. Moscow considers the original CFE treaty, signed in December 1990 by 16 NATO countries and six Warsaw Pact members, to be discriminatory and outdated since it does not reflect the dissolution of the Eastern Bloc, the breakup of the Soviet Union, or recent NATO expansion.
Dmitry Rogozin told a Moscow-Brussels video conference today. He stressed that the United States must discuss the matter directly with Kyrgyzstan - a sovereign state that has made a sovereign decision. The United States should stop its attempts to use Russia as a mediator in order to resolve disagreements with countries that have become independent states, Rogozin noted
"Russia and our CSTO colleagues have already made steps towards offering our territory for the railway transit of civilian cargoes. Therefore, I do not think the situation is likely to greatly affect the transit, the deliveries of the necessary cargoes to Afghanistan," Dmitry Rogozin said during a video conference
"They have repeated all our mistakes and they have made a mountain of their own errors," Rogozin said in a TV linkup from Brussels on Tuesday. The tactics of dealing distant air strikes is as erroneous as the attempts to put the emphasis exclusively on military force, he said. "Without bringing life to normal, nothing will work there," he said. Security cannot be guaranteed in Afghanistan without guarantees of stability in neighboring Pakistan, said Rogozin
"We confirm our consent to do commercial transits of civilian cargoes of the international group of security facilitation forces in Afghanistan," Rogozin said. "It's the UN Security Council rather than NATO that Moscow gives assistance to." "We're doing as much in this area as we find necessary and we firmly oppose the possibility of getting Russia enmeshed in the armed sorting-out in Afghanistan," he said
