I agreed on this with US President Barack Obama when we met recently, and on that occasion again stated our concerns very clearly. There is still time to reach an understanding. Russia has the political will to reach the agreements needed in this area, agreements that would open a new chapter in our relations with the USA and NATO. If our partners show an honest and responsible attitude towards taking into account Russia’s legitimate security interests, I am sure we can come to an agreement. But if we are asked to ‘cooperate’ or in fact act against our own interests it will be difficult to establish common ground. In such a case we would be forced to take a different response. He presented conclusions from a cooperative study by the Academy of Sciences in Hamburg and the IFSH (Institut für Friedensforschung und Sicherheitspolitik) that was released at the end of last year. We drew close attention of our colleagues to the reports from the conflict zone about numerous victims among Libya's civil population. We believe this information has to be confirmed by proper and reliable sources. And if this information proves correct, this would contradict the meaning of the Resolution 1973, which was adopted precisely to avoid such numbers of victims. There's another thing I noted to my colleagues in the NATO-Russia Council, and I'd like to draw your attention to this fact, too. I’m tired of bending the fingers counting how many Western European politicians and heads of state have recently spoken about the collapse of multicultural policies. That was hard to imagine even a couple of years ago. After speeches by Merkel, Cameron and Sarkozy, Turkish Prime Minister Erdogan made an appeal to the Turks in Germany: “Avoid assimilation!”. This perfectly illustrates the failure of the very idea of the equality of cultures and mutual benefits of their fusion. The insight seems to have ultimately settled in, even if late. Europe realised it was wrong to reject its religious tradition and historic memory. This sacrifice was not only pointless, but also harmful: Europeans were literally disarmed faced with those who are firm in their faith, strong in their national feelings and determined to settle down in the occupied territory. Europe’s concealed irritation grew increasingly apparent. NATO's proposal to link its planned missile defence system with Russia does not go far enough and appears aimed at weakening Russia's nuclear arsenal, the country's ambassador to NATO said Wednesday after talks with alliance diplomats. Last year, NATO proposed that the alliance and its Cold War foe link their systems in a bid to build trust and security. Russian President Dmitry Medvedev accepted an invitation to start talks on the possibilities for cooperation at a summit in Lisbon. NATO's vision is of "two independent, but coordinated systems working back to back," Secretary General Anders Fogh Rasmussen said in a video posted a week ago. But Russian Ambassador Dmitry Rogozin said that concept "could not be called cooperation, it's not even a marriage of convenience: it's just living separately in different apartments, with different entrances and addresses"

I have been told that the NATO- Russia Council meeting that just ended was overall quite productive, and I hope we have made progress on the issues that both Russia and the NATO countries have on their agendas at the moment. Of course, the Lisbon summit last November opened a unique window of opportunity. The decisions made on that occasion were, overall, very positive indeed in our view, because it is precisely these sorts of decisions that give us the base we need for building a strategic partnership on the principles of indivisible security, mutual trust, transparency, and predictability. This will boost global security and it is in the interests and hopes of everyone in our countries. At its Lisbon summit, NATO approved its new strategic concept, which emphasises the development of partnership relations with other countries and organisations around the world
